به شرح زیر توافق کردند:
این موافقتنامه در مورد اشخاص اعمال خواهد شد. که ساکن یک یا هر دو دولت متعاهد هستند.در پکن در 27 مه 1994، در دو نسخه، به زبانهای چینی، روسی و انگلیسی، هر سه متن به همان اندازه معتبر بودن در صورت وجود هر گونه اختلاف، تفسیر باید مطابق متن انگلیسی انجام شود.

Have agreed as follows:
This Agreement shall apply to persons who are residents of one or both of the Contracting States.at Beijing on the 27 day of May 1994, in duplicate, in Chinese, Russian and English languages, all three texts being equally authentic. In case of any divergence, the interpretation shall be made in accordance with the English text.
